AUBURN, AL – ClearWater Solutions (CWS) has hired James “Heath” Loven as a Regional Manager for Texas and surrounding states.   Heath has more than 25 years of experience in the water and wastewater industry.  His expertise includes compliance, operations, plant management, contract management, facilities management, regulatory compliance, and safety both within the continental US and outside of it.

Before joining CWS, Heath was a Project Manager responsible for performing a new contract start-up involving the management of the wastewater treatment plant, water treatment plant, collection system including lift stations, and distribution system.  He was responsible for establishing the facility safety programs, computer maintenance management systems, analytical systems, vendor accounts, as well as inventorying parts including setting up spare parts on hand requirements for all essential equipment. He reviewed first year budget shortfalls related to operations and negotiated adjustments with the client based off unforeseen events.  Heath also created the one-, three-, five- and ten-year capital plans for each portion of the contract, while overseeing the capital projects that were already underway.  Under his tenure, he improved treatment efficiencies on the defused air flotation system by modifying run/stop times on rakes and running jar test on solids to isolate a more efficient polymer for solids bulking, and improved treatment efficiencies on the belt-press by modifying cleaning cycles and jar test to isolate a more efficient polymer to increase overall solids coming off of the belt-press.   Heath worked with the Public Utility District (PUD) on a grant to change out all lighting at each facility to improve safety and capture the PUD cost offset of $.040 per 100Kwh rebate, while also using the PUD grant system to pay for the project.

In addition, Heath’s background includes ten years as a Regional Manager of Operations and four years as a Technical Director.  He has also served in facilities such as a reuse plant in Hawaii providing water to local crops and resorts, as well as a pretreatment plant for a Coca-Cola facility.  In Mexico, he operated a plant that pulled water out of the Tijuana River which flows into the delta where the US special forces train. The plant would pull water from the river, treat the water, then send the plant’s effluent back into the river. This was needed as the river was so polluted it was making soldiers sick from being in it.

According to CWS’s Chief Operations Officer, Houston Black, “Heath has an extensive range of operational, technical, maintenance, and management experience that makes him a great fit for this position.  He will oversee our existing Central States Water Resources (CSWR) projects in Texas, while growing our client base across surrounding states.”
